State agency seeks event management software

We are a state authority, public service, and are looking for suitable management software for the events we offer (which are free of charge).

The software should meet the following requirements:

• Participant management
• Registration form with link to a simple event calendar (calendar and appointment management would be too much)
• Data storage (database or similar) for participant data, participant registration in a database or similar
• Email dispatch (although email management is likely to be too complex) of
• Invitations
• Cancellations (in case of overbooking)
• Confirmations of participation (as PDF files if possible)
• Compliant with data protection regulations, GDPR
• On premises or cloud
• Cost-effective

Approximately five software workstations are planned. The system will run on MS Windows systems and an intranet.
