International management consultancy seeks budget and resource planning

We are an international management consultancy and are looking for a budget and resource planning solution for a client (software developer).

The software should enable the recording of project-related and non-project-related working hours per project (to be processed for product controlling, DAG invoicing, or payroll accounting). Time records should be displayed across the entire portfolio.

Requirements for BUDGET and STAFFING PLANNING:

• Annual resource allocation per location, program, and product
• FTE planning (FTE = full-time equivalent)
• View by
• Program
• Product
• External contractors
• Access by various team members to update planning data
• Analysis of requirements by identifying overstaffing and understaffing across the entire portfolio
• Publication of new role requirements for a product or operational task
• Review of requirements and additions with the necessary additional information
• Consolidation of requirements for prioritization
• Project controlling and reporting
• Target/actual comparisons, merging of information to create monthly invoices and generate reports
• Optional module for invoicing
• Optional module or tool for time recording
• DATEV and Jira interface, Active Directory
• English as mandatory dialogue language
• On-premises solution on the customer's server or cloud solution possible (important: server must be located in Europe for cloud solution)

Approximately 20-30 software workstations are planned. Approximately 500 users are to access the time tracking system.
