Bus company seeks a time tracking system

We are looking for a time tracking system for our bus company that meets the following requirements:

• Working hours must be recorded to the nearest minute, as the employment contracts include time quotas (minimum wage law - requirement from customs!).
• At the end of the month, the time sheet must be available for viewing.
• Working hours must be recorded in the vehicles (vehicles are decentralized).
• Payroll accounting is carried out using a well-known payroll accounting program - personnel numbers must be able to be stored
• Web-based or SaaS

The solution should be set up by the end of the year so that it can be launched on January 1, 2017.

The software will be used by approximately 3-5 concurrent users.
