Property management company seeks software for cash basis accounting

We are looking for software for the income-excess accounting method for our rental management (primarily mixed-use residential and commercial properties).

The software must meet the following requirements:

• VAT/Input Tax - in addition to the standard VAT rates of 7% and 19%, the software must also be able to process input tax at other rates, e.g., 8.09%
• Custom chart of accounts
• Runs on MS Windows 7
• No web-based software desired

We plan to use a single software workstation. Alternatively, a software company that can “tweak” MS Money to run on Win7 would also be helpful.
